The authorities running English rugby's top flight have made it clear that their expansion plans focus exclusively on domestic clubs, rather than Welsh sides joining the Premiership.

Prem Rugby and the Rugby Football Union (RFU) issued a joint statement confirming their ambition to grow the league from its current 10 teams to 12 by the 2029-30 campaign.

The announcement followed reports that the Welsh Rugby Union (WRU) had confirmed its interest in exploring participation in an Anglo-Welsh competition.

However, English officials have firmly directed their attention to nurturing clubs already within the English pyramid system, saying: "Resources are currently focused on supporting English clubs throughout the pyramid who aspire to join the league."

Any cross-border arrangement would additionally require formal RFU approval.

The Professional Rugby Board, which oversees professional rugby in Wales, met on Wednesday and was told that the WRU intended to explore options within English club rugby.

Senior figures in the English game have acknowledged the Welsh governing body's interest, but insist that formal negotiations have not begun.

The Premiership has operated with a reduced roster of clubs since Wasps, Worcester and London Irish ceased operations during the 2022-23 season, leaving just 10 sides.

Landmark structural reforms, voted through ahead of the 2026-27 season, abolished the traditional promotion-and-relegation system.

Under the new framework, clubs wishing to enter the Premiership must apply and will be evaluated against a broad set of criteria, including playing standards, financial stability, investment prospects, facilities and the extent to which their location might broaden the league's reach.

Prospective entrants initially had to complete at least one season in the second-tier Championship before their applications could be considered.

A joint statement from Prem Rugby and the RFU wrote: "Prem Rugby and the RFU are committed to expanding the English top-flight, with a provisional target season to grow to 12 teams by 2029-30.

"The Prem is an attractive league, and responsibility for its expansion sits with the Men's Professional Rugby Board, which has established detailed entry criteria that any prospective club would need to satisfy.

"Resources are currently focused on supporting English clubs throughout the pyramid who aspire to join the league."

Wales currently fields four professional sides, the Ospreys, Cardiff, Scarlets, and Dragons, in the 16-team United Rugby Championship, which also features clubs from Scotland, Ireland, Italy, and South Africa.

The WRU's response was notably more guarded, leaving the door open for future engagement with the English game.

Its statement read: "Welsh men's professional teams compete in the URC and the WRU is committed to providing four teams to the URC until the end of the 2027-28 season."

The governing body said it would determine the future operating model for the men's professional game by the close of the current season, while continuing to "keep under review the competition opportunities which may be available across the game".

Notably, the WRU is already pursuing English competition involvement for its women's teams, Brython Thunder and Gwalia Lightning, in Premiership Women's Rugby.
